What is "Anime"?

What exactly defines something as "Anime"?
Anime ultimately just means animation, but in weeaboo-language merely means "Japanese Animation".

Personally, I consider "Anime" an Artstyle, not just "Japanese Animation" as there are japanese animation pieces that  seem way closer to what we call "Cartoons". Korean and Chinese feature a very similar style - and since the late 90s (Spawn) the West also has adapted a very similar style to tell more mature animated stories.

Honestly, I'd just call them "animated [movie]".

What's your take on this?

I call them anime inspired.

I dunno the words to properly explain it at this time, but there's a distinct difference in how anime characters move, and how non-anime characters move.

I think the Teen Titans cartoon is in the same boat.

To properly answer your question, my take on anime is that it's composed of 2 parts, the artstyle, and the animation/movements.

Notice how you look at something like Avatar, or Kuiba and you sit back and have to ask "Is that anime?"
But one look at Sakura Wars or Hello Kitty and you can tell right away it's anime

It's like framerates
If you find yourself asking "Is that 60FPS?", then it's not 60FPS.

So, does that make Freezing not an anime, as it was created in Korea but animated in Japan?

And where does it put Manga? Is Manga also only "Comics from Japan"? If so, are all Korean "comics" - who hit all the marks of being a manga - not manga?

And the process of animating also includes the creation of said format.

I think the term anime should apply to animation produced in Japan, not necessarilly actually animated there. Most anime animation is farmed out to korea and other places anyway. But if the production studio managing the creation of the work is in Japan, it's probably anime.

I don't consider Korra or Teen Titans or anything like that anime. Anime-styled yes, but not strictly anime.

Anime is animation. That's literally all it is.

3D, 2D, western, eastern, doesn't freakin' matter. It's all the same thing just called different things in different places. Our definition of anime tends to be anything Japan makes just because it makes it easier to identify than calling everything a cartoon or animation. But to them everything animated is anime.

Just like all art is art. Like all Video games are called video games. All music is called Music.

But you can call it whatever you need to call it for others to understand it. Some peopel consider it like a genre, in a way. The artstyle helps, but in the end it really means just about as much as the art itself, it's all just art. It's all just animation.
